The Draugr are powerful while alive, and even in death, the magics that powered them in life still remain, even though their body is dead.
They certainly are not evil, they are GOOD ! They are guarding their tomb, their final home, the treasures they stored for their own purposes.
All 'adventurers' are home invaders, trespassers stealing and breaking things they have no respect for.
Of all the pitiful creatures of Skyrim, I wanted to help the Draugr, reincarnate them, restoring them to living flesh.
They were faithful servants in life, and for the most part, stay in their tombs awaiting the return of their Dragon Lords.

In Baltic languages (Latvian and Lithuanian) "Draugs", "Draugas" means "friend".
"Drug" (-u- is like -ou- in "you") in Russian as well as Ukrainian "Druh" bearing the same meaning are not far behind. I've always found it rather hilarious.
