As a Tampa Bay Floridian, I am so sick of FEMA the way it is. FEMA takes forever to show up, if at all. Yet when their precious Cali gets hit with a tropical storm, they are there the next day. This crap is sickening!!! I hope Trump fires them all and replaces them with people that actually have compassion.

Obeying the policy until you get caught and punished is not being a "whistle blower", it is being someone trying to initiate a plea deal. Just think of how a low level pusher turns on the upstream organization when arrested. Without the arrest there would be no testimony, so no altruism should be attached to the action. If she wasn't busted, she would have continued without pause.
