considering we have retroactive change to the past, such as cyrodil used to be a humid jungle before tiber septim became the first septim emperor and in eso(before tiber septim's birth, is already a temperate european region), I would think a small change like that made alot of sense considering eso is 1 thousand years before the birth of tiber septim. Makes sense that a border trading hub would be among the first thing to be demolished and abandoned over time :)
