For people still confused:

Card effects like this grant you 1 additonal non-Effect Normal Summon which you can only gain once per turn.

Cards like Ultimate Offering or Escalation of the Monarchs Normal Summon as part of their Effect so it works closer to Special Summon effects. (They also don't use up your once per Turn Normal Summon)
