Coming from a high elo Kat player, the champion does need some help, new skin or no new skin. Nashors tooth was nerfed many times on top of the patch where all items were nerfed. The item is pretty miserably bad. The nerf to deathcap was a huge hit too. And the icing on the cake was the sorc boot nerfs + bork nerfs. There is currently no good build for Kat. All of the items she synergizes well with are shit and she doesn’t have very many of those anyway. Theoretically, the champion can build many items and deal decent damage, but in high elo you will not see that. To make the champion work against challenger midlaners requires the most optimal build. Her early laning phase is majorly punishing and without help from your team, especially in the current meta where her matchups are rough, she can be abused so hard that she just never gets to play the game. Riot did not buff her damage at all. She feels slow and clunky at the moment and having the lower e cooldown will help with fluidity and more clean trading ability. As for the ultimate buff, remember that it can be instantly canceled by any non snare CC if used at the wrong time, and the cooldown is only buffed in the early game.

The reality is that an assassins core identity is based around snowballing an early lead into wins. Against any midlaner that understands how to play around daggers, she is simply not able to establish that early lead.
BTW, for anyone that might be thinking “oh well because you play her you don’t know what it feels like to play against her”. But actually that isn’t true at all. I am not a one trick. I play all roles apart from jungle, and regardless of the role I have been on, I have not seen one single Katarina stomp a high elo game. It doesn’t happen. And if you STILL don’t believe me, look how few games katevolved has on Katarina this split. He’s basically given her up because of how useless she feels.

Am I missing something or why is no one talking about that the e "buff" does literally nothing ? at 0:26 you can see that the cooldown reduction on the dagger pickup got nerfed. So it does literally nothing except if you use your e without picking up a dagger. I never seen a more clear "buy the skin pls " "buff" than this.
