Since the signal is going "ack ack ack", I'm _assuming_ it's meant to be more of a joke than anything else, like the aliens are trolling you by going "ha ha ha, we can see you, but you can't see us!" "Ack ack ack" is the way the martians from Mars Attacks laugh, so, while certainly spoopy, it's on-the-nose enough that it's probably the dev just messing with the player for a chuckle.
