I dont speak this language, but from what I understand the guy payed for his coffee and food and expected change back. However the change was incorrect and he just kept repeating that over and over while the cashier just stares at him blankly. Despite the customer pointing it out several times he leaves without getting his proper change, accompanied by sad music.

Basically The man buys a coffee and a wafer for 8 mark, and he says he only has a large bill which is 1000 marks so he hands it to the cashier and in return he gets 2 marks and he keeps saying that he gave him 1000 marks in a concerned voice
