In this video demonstrated, creating pluggable database in a Transparent Data Encryption Enabled Data Guard Environment in Oracle 19c Container Database.

When you create pluggable database in Primary CDB database, it will be automatically copies all the datafiles in to target standby server, after copying the wallet files in to standby server. So, as soon as you use Data Guard and create new PDBs, you have to take care of copying the wallets to the standby server.

This is really a very simple way to create PDBs in a Data Guard environment with TDE enabled.
