The reporters on this channel appear to speak English well. However, has anyone at your channel looked at the leader (title) for this particular video? "To broker" (or a broker) is to put together agreements between _other_ parties. A broker is not himself a party but rather someone who is arranging matters between parties. Your video title has PM Modi as a broker-- he is not a broker but rather one of the parties (with President Xi). (Parenthetically speaking, Pres. Putin would be an ideal broker is that both parties trust him).
