Sir i participated in mock round...my rank is 128000 but i am not alloted any college...but according to the cut off released by KEA, in open category, private got 1, 50, 000

Sir I have a doubt, they have mentioned in their guidelines that we have to pay 5000 rupees if we cancel the seat. Should I pay the fine if I choose option 4 in the first round? Is it applicable for 1st round also or only 2nd round? Please reply sir.
