This is = the cone spring on a quick release for a bike wheel. The quick release may also be called a skewer. There are two springs located on either side of the wheel. These springs help the quick-release center itself in relation to the fork (dropouts). This makes it quick and easy to install. This translates to helping the installer make a fast and seamless install of the wheel. If you lose one or both springs, that's okay. The system will still work; it has nothing to do with safety or performance while riding the bike.
