They dig a hole using high-pressure water, but why not use a shovel?
In fact, if you accidentally encounter underground utilities while digging,
the metal tools used to dig the hole can damage them.
Instead, this method is called hydro-excavation.
The high-pressure water cuts through, breaks up the soil and turns it into mud, which is then removed from the excavation site by an air vacuum to a holding tank and discharged.

It depends on what kind of excavation on what you back fill with. Sometimes the city or township will have you back fill with gravel and then topsoil possibly sand or flash fill.

I use one of these all the time. We just dump the mud and water back in out of the tank
