"Hold my beer!" It's become the TX state anthem. We need to change that to: "Hold my keys." Texans love to party... and we love to drive. It is VERY hard to separate those two things. Near impossible in fact. But you know what DOES help? Enforcement. Sure, some people never get the message and they keep drinking and driving until they kill someone or end up in prison for several years. But MOST people that get a D.U.I. NEVER get a second DUI. Why? Because it's EXPENSIVE... and EMBARRASSING... and we need to make it even MORE expensive and MORE embarrassing to deter repeat offenders. First offense... we try to focus on preventing repeat offenses. Second offense should ramp up pretty severely--particularly if it is within 5 yrs of 1st offense. 2nd offense should be mandatory jail time... at least 30 days... no exceptions. And also minimum 6 month without a license / car. Unless you kill someone of course. If you kill someone with your car under the influence, that should be MANDATORY 5 years in prison. So... if you have to call that 10 years to end up with 5 years actually behind bars--so be it. Etc. In fact, we should probably have something like a "DUI Czar" in TX that just deals with these issues full time.
