India and the Philippines : A New Chapter in Defense Ties ?

The Philippines is an ally of the United States treaty while India is one of America's closest strategic partners. Manila and Delhi are both involved in active territorial disputes with Beijing, and both (mostly) are invested in rules based on rules. But in practice, the strategic interaction between Delhi and Manila has traditionally been quite shallow.

In recent years Delhi has strengthened relations with traditional partners such as Japan, Vietnam , and Singapore when conducting new forms of outreach to Indonesia, South Korea and Australia. Does India want to add the Philippines to the list. In 2019, there are two signals that indicate this is possible.
First, from 2-8 May 2019, the Philippine and Indian navies joined the US and Japanese navies on a joint rectangular cruise through the contested South China Sea. India sent destroyers and tankers for training while the Philippines sent patrol ships. The ships, transiting from South Korea to Singapore, were involved in "formation training, communication training, passenger transfer, and leadership exchanges." The exercise overlaps with the freedom of US navigation operations in the South China Sea to protest China's unilateral recognition there. While it is a low-level exercise from a technical point of view, India's participation carries geopolitical significance. Delhi has traditionally been reluctant to join multi-participant naval exercises which can be interpreted as protesting against China, especially at sea which is still being discussed.
Second, in December 2019, Philippine Defense Minister Delfin Lorenzana announced that the Philippines was interested in buying two Brahmos missile batteries from India, a sophisticated cruise missile jointly developed by Indian and Russian defense companies. Lorenzana suggested the contract would come in 2020, "maybe in the first or second quarter," saying the missile would be "the first Philippine weapon with deterrent capabilities." It will also mark the first Brahmos export agreement for the Indian government, which has failed in courtship with buyers, despite a decade of talks with Vietnam.
I contributed to a study published earlier this year by RAND Corporation, "The Thickening Net of Asian Security Cooperation: Deepening Defense Relations between Allied and US Partners in the Indo-Pacific." This examines India's defense and strategic relations with several East and Southeast. Asian powers, including Japan, Australia, the Philippines, Vietnam, Singapore, South Korea and Indonesia. One of the earliest takeaways: India's relations with the Philippines are among the least developed in the region. Indeed, India has formed "Strategic Partnerships" with varying characters with all the capitals in this study; The Philippines is the only exception.
Despite establishing diplomatic relations in November 1949 and signing the Treaty of Friendship in July 1952, relations between India and the Philippines lasted meaningless throughout the 20th century.
India and the Philippines have also begun holding regular intelligence exchange meetings on various sensitive issues. India trains Filipino foreign service officers at its Foreign Service Institute, and both have begun exchanging military training, including India hosting a 34-member Philippine military delegation for a week-long training course in 2016. The first exchanges between each National Defense The college was conducted in India in 2013 and a delegation from the Indian College of Defense Management visited the Philippines in the same year. Indian warships are also frequent visitors to the Philippines in their regular deployment to the South China Sea.
