Over booking is not good. It hampers the trip of the passengers. There is over booking bcoz there are more passengers and less planes. Suspending Cebu Pacific will result to flight problem and many passengers will be stranded. Perhaps Cong Rufus wants a lobby from CP. Why not file a law against over booking instead of suspension of over booking without a law?
