East should have kept the east tile a bit longer because it worth 2 han (round + seat wind).
As it's the beginning of the hand, discarding the 9 dots pair for tanyao is a very good move.
27:12 East is tenpai by discarding 4c or 6c. The hand worth 2 han with reach. Sometimes you cannot stack yaku :) nevertheless for East it's a minimum of 3900
31:31 For north it's not too late for toitoi he's just one away from tenpai
genbutsu is a term for safe tile (100% safe)
iipeikou is prononced ee(EAst)-peh(PEn)-koh(CAll) "ou" is a long "o"
33:05 West wins. Repeat in your head the winning tiles when you're ready 5 8, 5 8, 5 8, 5 8, 5 8, it helps especially when you play 4 hands ^^
34:12 East should pon the 7 bams aiming tenpai (to stay East on the next round)

The dora doesn't fit very well in south hand so it's ok to discard it. Since it is relatively early that is not a mistake. There is not really big mistakes just begginer choices. Keep playing you will improve yourself naturally.
