But Moscow has yet to accept the proposal.

I see no reason for Russia to accept this stall to re-arm. None of Russia's fundamental conditions have been met. Ukraine troops are still in Kursk. This whole business is a joke, an excuse to make Russia look like it doesn't want talks. It does, but, the conditions have always been clear. Frozen conflicts are often the right solution, but given the history here, they don't think it is now.

To anyone saying that Russia is the aggressor, how would we, in the US, react if Russia placed missiles and military bases in Canada or Mexico? How would England react if Russia placed missiles in Ireland and Scotland? Putin is opposing a Ukraine NATO membership for the same reasons Kennedy opposed the Cuban missiles. Putin is NOT the aggressor. NATO has been expanding its borders to the East, in blatant violation of previous agreements. After numerous warnings, Russia moved into Ukraine to protect its sovereignty. That's the truth.
