Lane, static can be a tricky little force. In most cases, humidity in the air is the lead destroyer of static fun. It also looks like that is a thinner PVC pipe. I found the common PVC pipe from good 'ol Home Depot works great. Also, use Brite Star tinsel - it's about the only brand that works. Don't give up - it does work! I know people who had trouble getting static charges one day, got it to work the next day. Good Luck. Post a follow-up and let me know how it goes.

Try this:

1. Did you put the string in the right place?

2. Have you tried Wool instead of your hair?

The problem is moisture in the air. Get a hairdryer, put it on heat, run the hot air over the tube for maybe 20 seconds, rub the tube on wool...guarantee it will work

I'm no expert but I'm going Physics a-level so I'll try.

the foil is metallic so it can have both positive and negative charges, what's happening is that the foil is just losing or gaining free electrons into/from the air because they are attracted to/repelled by the charge on the pipe, because of this the foil becomes oppositely charged to the charge on the pipe so they stick. the polarity of the charge (+/-) on the pipe depends on that type of plastic and what its rubbed against.

in order for the foil to float, the foil and pipe must have the same charge so that they repel. as for how you achieve that I don't know, my guess is that you would have to somehow charge up the foil separately so it matches he charge on the pipe.

Try to get a thicker piece and lighter piece and it should work also rub it for around 20-30 seconds :)
