One reason why some sanctuaries/parks choose flat land is for the elephants with injuries like broken leg, hip issues, landmine or blind elephants. Those with mobility issues cannot go up & down hills. Example: the famous sanctuary, Elephant Nature Park, also in Chiang Mai.
They have jungle land but the handicapped ones are on flat land.

Of course, flat land is also easier for elderly tourists & those with mobility issues.

If you can touch the animals, it is not a sanctuary!

Why do you pet elephants?
They should be able to live their lives without bringing pleasure to the humans
You can support them by giving money to food and medical treatment and watch them from afar.
The only ethical sanctuary for animals are Elephant Nature Park.
