I've done all my testing on PC with average framerate of 60fps.

WHERE I DID MY TESTING

FLAT TRACK
In GTA V normal roads, highways,etc are not flat there're bumps, up/down sections which can affect top speed and can give inaccurate and unpredictable results. To minimize these inacuracies. I did my testing on flat track which has no bumps,no steep/inclined section. The top speed we get from this track is actual top speed of vehicle and you can replicate the results if you want. Remember I'll only take stable top speed value in which vehicle spend atleast 30s.

The unmarked cruiser can be obtained in online, if you go get crates for your ceo warehouse and you get the ones where the fib attack you, one of them will be in the unmarked cruiser
