In this video, we explain how to determine if a relation is a function. Remember for each x, there can be one and only one y. So if we lay out a relation in terms of ordered pairs, each first component can appear only once. Additionally, we need to remember that not all relations are functions, but all functions are relations.

So your relation {(3, 4), (6, 7), (9, 4)} is a function. There are no duplicate x values. When you plug in a 3 you get a 4. When you plug in a 6 you get a 7. When you plug in a 9 you get a 4. It does not matter that there is a duplicate y value. The only thing that matters here is that you don't have a duplicate x. Remember, for each x you can have one and only one y value.
