Tbf Rimuru should get IQ, battle IQ, and potential just by default of being himself. Ciel is part of him and thus part of his IQ and battle IQ, and she knows absolutely everything about anything upon even momentarily perceiving it. Rimuru looks at 404 and Ciel gives him all the information about his "normal" powers, his Mainframe soul, the Conduit of Balance, all the forms, everything, and he is also capable of perfectly applying all that knowledge, either by himself or by turning out his canonical auto-battle AI that applies everything at his disposal at maximum efficiency and proficiency. As for potential, he could unironically eat all the brothers and, if he does that, he gets all their normal powers, all their Conduit powers, and all their forms, all at their full power and all capable of being upgraded further with all his other powers, plus Rimuru instantly having perfect mastery of all the Conduits and thus being a stronger Conduit than the brothers even _without_ any explicit upgrades to the Conduit powers themselves (and we all know Conduits aren't immune to power theft, just look at Faker). is exactly that busted, especially when combined with Ciel.
