If you don't have the Add to Homescreen option in the three dot menu, the following may work. First add the Select At a Glance widget to your homescreen. Tap the weather, which brings you to the "google weather app". Tap on your account icon on the top right, there should be an Add to home screen button. You can then remove the at a glance widget.
Just did this on my S24 Ultra, very happy to have the frog back! 🐸 It looks quite different than on my old S8, but that's progress I suppose 🙃

That menu option is missing for me and there is no google weather widget, so nothing wirks for a simple function most users want. Yay.
