I understand that the Skyrim developers didn’t want to make the player feel trapped in the civil war questline by making half the map aggressive towards you from pickings side, but it’s funny that General Tullius is just casually talking to an enemy soldier who single handily changed the course of the war into a high likelihood of the Stormcloaks winning

The only way this could happen is if the Dragonborn helps the Stormcloaks, so General Tullius doesn't even realize he's talking to the person who made him lose all those battles.
