the engine would definitely seize because the 250cc engine bore/stroke wont stand the high rpm pressure, Air fuel ratio, Bore and stroke capacity to work etc ...
it wont even last a 24 lap track race ...
You are literally sacrificing your engine just for top end .If you want more top speed go for bigger Motorcycle !
