ok this guy doesnt really explain why we disable hardware acceleration. if you have hardware acceleration on it use ur gpu for video encoding and decoding, dissableling it will make your discord use ur cpu instead. the reason why ur stream is laggy is probably bc u dont have a dedicated gpu and u are using a shit cpu or u have a gt710 or something. even if you have an rtx 3060 but u still using A8 7600 cpu you will still have a laggy stream cause of bottleneck, conclusion? well u need to have a decent cpu.
