Does the head enlargement effect only work with detective set weapons? Or does it apply to the entire loadout(i.e. Back up)

I understand the sniper ability that are broken, but 103 is very low, anti modules weapon are going yo resist like 4 shots, and wall break is not going to help, like only 56 damage, or even less cause the armors, yeah, i expected more from this sniper
