On the contrary, I believe its the Philippine Government that needs to explain itself. They need to explain to its citizens how she was approved for late birth registration? What documents were submitted? Where & when was her late birth registration filed? Who approved and why was her application approved? Ultimately, there will likely be very many Alice Guo's in today's world. The onus is on the govt to have caught and prevented this kind of trash.
