That is 100% not the photo you took with those settings unless you have some ND filter.

1/25?? At 300 iso in middle of cloudy day it will be so overblown its not even visible

Every one saying it’s not possible at that shutter speed but it seems the bike was not pedaling as he was on an e-bike and also we don’t particularly know his speed. With all that said if you follow the motion at that shutter speed it is very possible to acquire that shot.
