The way Sentinel interupts Orion and says "I love a bot who can think for himself" tells me that he definitely did not care for his reasons, and only saw D and Orion as threats to the order he'd established. It would've been problematic for him if more free-thinking bots decided they wanted to "do more than just mine".
That's the real reason why Darkwing shows up so soon after Sentinel leaves.

I know there's a popular theory that Sentinel ORDERED Darkwing to put them on sub-level 50, but think about it. He JUST said that the other miners were already past their quota less than halfway through their shifts, and later in the movie he tells the Quintesson Commander that the mines are running dry, which is why he didn't have the full amount on hand. Why would Sentinel not actually want them to tour the mines if he knew he'd need Energon at a faster rate than usual? It doesn't make any tactical sense. Furthermore, Darkwing just happening to be nearby actually makes good sense as he too was injured in the race. He might not have heard Sentinel's orders, but I highly doubt Sentinel would order something that would likely demoralize the miners and make them work less hard.

I was originally confused why would Darkwing take D-16 and Orion to Sub-Level 50 when Sentinel supposedly wanted them under his personal service and help empower the miners to work harder as public figures, but I soon understood that Sentinel was just putting on a mask to them and while they helped motivated the miners to work harder than ever I imagine Sentinel didn't want to risk the potential of an uprising, so he just gave them a false impression of what they wanted and presumably Sentinel told Darkwing to get rid of them and I imagine Darkwing took personal liberties in dumping them in thw lowest level of Iacon
