Could some one do Uber with this, I don't see the point of having a document to pay tax but band from working .... My case isn't illegal but fell out of status, we have I-94 's what can we do, Uber ?

You should not put people in such a tricky situation.
To get a job offer you don't want even ITIN.
If someone/employer willing to give a job, you will have that job offer.
Question here is whether you can work with that job offer full time with ITIN or not?
In that case my understanding is,
ITINs do not authorize a person to work in the U.S. or provide eligibility for Social Security benefits.

Can a person who overstayed their tourist visa and is present still within the United States, but does not have permission to work in the country, can this person legally obtain a ITIN number? The person is currently working and the bank in which he keeps his earnings has mailed him repeatedly to provide a ITIN number which he does not have yet. He is concerned about his savings and whether the bank can freeze his savings account.


Also, this person has already attempted going to the IRS building to apply for one, but they insist it be done online. Is the person behind the desk just being difficult or can the ITIN process be completed in person. I wasn't present with him but if I went with him this upcoming Monday so I can be of support and also help translate, can I insist the process be completed at the IRS offices or is it truly all online now. If it is online, how do I handle the documentation requirements for him if he does not want to send originals through the mail?
