This seems very out of character for Billie. This is either a joke that was taken out of context, or it’s something mean she said in the spur of the moment, and wasn’t thinking, and will probably regret it soon. Billie has said a lot of things she regrets, so it wouldn’t surprise me if it was the ladder.
