It's a dead python carcass. It was killed before the flooding by a farmer because it had eaten the farmer's duck. The farmer dumped the carcass on the side of the road before the flooding. The reason it's floating and moving is because of bloating and the water currents, the head was sucked in and stuck in a drainage pipe.
