Step 3 doesn't make sense. Where are the predrilled holes on opposite side of fixed shelf to secure vertical divider? Do you leave the dowels in place?

I bought the shelf at dirt cheap but the hardware was not in there. Does anyone have the measurements of the screws, dowels, nails and everything else included so I can buy what I need?
