This sounds almost like a model of just not an individual human, but collective human civilization as well. Even in the way he says that people don't necessarily go through these stages in a linear way. You might revisit stages or start other states before completing an earlier stage altogether.
We have this conception that humans started as nomads traveling around, following the animals we hunted and seasons when plants and crops we ate would be ready to eat. Then we figured out farming and became sedentary, living in small units. Then those settlements became villages, towns cities etc.
The reality was that there was much more overlap between those stages of civilization than we believed, and different parts of the world started at different times and moved at their own pace (the European iron age began around 1000BCE, while the Americans hadn't even reached the bronze age when Europeans first landed here). We also know that there were periods of advancement that were interrupted, and times when they took large steps back; the collapse of the late bronze age, fall of the western Roman empire, etc.

People usually confuse consciousness with physical self realization. Consciousness exists from the moment of conception.

Pretty much what he is saying is most people are too stupid to comprehend even the first few words that come out of this genius' mouth. This is literally like: "If you die someone else will be born so it's KINDA like you being born again because you and the other life also have a consciousness".

The theory would have to reject the notion of consciousness being emergent and instead go back to the idea of a soul

Consciousness exists since a child is in the womb. Self awareness comes during the toddler years.

Conflating sense of self/self-awareness with consciousness a bit here. To that end, there’s nothing definitive to say that the internal self is CONSTRUCTED (such as with the ego and/or the so-called ‘social self’).

There’s still a considerable amount of phenomena that we don’t understand—consciousness remains at the forefront of that list. That will likely change one day, but that day isn’t today.

the child is always conscious, consciousness is what creates the child. At higher levels the 'child' chooses to come here. You cannot limit the 'self' to this reality.
