can anyone tell me why from past few years the PM is not Hoisting it but simply unfluring it on Independence Day, jabki pehle Hoisting karte the, aur independence day par toh hoist hi karte hai

Normally the Prime Minister hoists the National Flag on the Independence Day and the President unfurls the National Flag on the Republic Day. How come the PM unfurled the flag and not hoisted it today? Can anyone explain?
