Thank you for posting this video. My plane left Haneda on30 October so I missed Halloween. The police were out in force this year and the crowd seemed to be orderly. Noted that Hachiko was protected and the Hacko exit was closed.

It's a sight far removed from the poverty and struggles young people face in Japan today. Ideally, young people would form a committee to organize and run safe events, but instead they focus on finding ways around the rules. A regulated festival feels like a disappointing reflection of Japan.
