Actually 1992 was the only men's edition which was exclusively for under 23 players, the opportunity to include three players above the age limit only started in 1996.

Sadly, most european clubs will not release their players so they can participate. Not even for the qualifiers.
At 18-23, they are usually already first team regulars, and the olympic football tournament holds next to no prestige, atleast where I'm from.
I have never even seen the games being broadcast.
(The mens tournament, that is. For the womens side it's always given airtime)
