Why do I worry myself??
I ran into this exact problem and was dreading watching a series of ten minute videos to try to find this answer, and lo and behold a One Minute Map Hack that I had missed!
(I swore I watched all of Mr Nelson's gems)

I have a fence layer and I've made the feature weight 1000, but the fence label STILL overlaps the fence when the map is zoomed out to 86k. What else can I do to make it NOT run over the fence when the map is zoomed out? It looks just fine at 56K, but the layout has to be at 86K to get all the content in.
