What's really funny is that in Legends, Palpatine personally called Cody first because he hated Obi Wan so much, while everyone else got a pre recorded message. Also, Cody's only complaint was that the call came about thirty seconds late, since he had already given Obi Wan his Lightsaber back

Honestly I’m surprised the emperor didn’t just record himself saying “Execute Order 66” and then just send the video to every clone’s communicator. That probably would’ve saved a lot of time.

Palpatine: You do know that almost equivalent to black face, right?
Rex: Really? She seemed to like it.
Palpatine: Well, good thing I put those chips in your head so you'll do what I say regardless of regulations or if you don't want to.

It makes sense Palpatine would have ordered clones to be programmed to leave Anakin alone.

In the Clone Wars in one of the episodes, a clone triggers and executes order 66 on the Jedi he was assigned to WAYYYY BEFORE it was actually intended by Palpatine. No one knows what's happening but the clone keeps showing uncontrolled aggression towards every Jedi he sees from that point onward. Every Jedi... except Anakin even tho he is in the same room. Clone is completely unfazed by his presence.

Makes you think, eh?

I'm fairly certain Palpatine called Cody first to make sure Obi-Wan died before any other Jedi since he was close to Anakin and he REALLY wanted him caught by surprise. The rest he all called simultaneously.
