Immunity is not a rightful thing. For anyone to partake in running any organisation or countries activities, that person or persons should be clear from crime and corruption. For instance, anyone taking part in a leadership, and anyone standing behind that leadership, no matter who they are, should be vetted, to to make sure they are clean. This goes for top leadership like the head of EU Parliament, leader of the commission, even judges and lawyers. If anyone from the normal public was involved in this type of scandal, the police would grab them, take them straight to court and put them in prison. So, why should people who run our lives be immune from this, if normal people cannot be? This is the corruption side of it, the one's who knowingly corrupt think they can get away with it, because they are immune.
