Madden doesn't have to individually pay for the license of every player due to having a deal with the NFLPA as all NFL games always did, there is no college equivalent so every player has to be licensed individually, its not a scam, a scam is something that is deliberately misleading, you just don't know what you're talking about, there's alot more players in college than in the NFL
