The balancing problem is in the series strings. Parallel will fix itself okay. When lead is in series you can overcharge some to bring up the lower ones ("equalizing"). Cannot do that effectively with lithium in series - the BMS in the higher battery will typically cut out. You can get external balancers, but if the 12v blocks are well matched then they'll stay close for a lot of cycles. Use a voltmeter and check every now and then. If the 12v blocks get out of whack when fully charged, use a 12v charger on each low one.

If you can find a heater controller that will only turn on 1) when trying to charge below freezing, or 2) when below 5F (or so) to keep temperature above 0F. The "charge below freezing" is important to use only charge current to run the heater, while preventing any charge current from reaching the battery until it is warmed up (SPDT/DPDT on charge current - heater or battery via charge controller).
