Coulter didn't say that she wouldn't vote Ramaswamy because of his skin color, religion or even culture. She said that because Vivek & his family, for her, has not been steeped in US culture and ideas long enough to trust that their loyalty belongs to the US and not to that country from which they are emigrées.
