As stated in the yandere simulator Wikipedia, if Ayano was arrested Ryoba wouldn’t be sad, she would view Ayano as a failure and be disappointed as she thinks she taught her better.
But if Ayano were to be killed or died, Ryoba would feel the same pain as a mother after she lost her child.

I am Japanese, but I think it is wrong to say that Ryoba does not care about Ayano.
Ryoba frequently uses the words “dear” and “sweetie” to describe Ayano, but in Japan we do not refer to grown children as ‘dear’ or “sweetie” except on special occasions, and it is normal to think that parents who call their high school daughters that are very attached to their own children.
