Most folks focus on the fuel-cost savings, which are significant, but the fact that electrics require practically no maintenance is an even bigger deal, especially with authority motors with their daily use-and-abuse and need to be kept in top running form at all times.

These would be ideal for urban policing and patrolling trails in near-urban areas, for the reasons given in the video - stealthy, and no exhaust. A perfect replacement for every 250cc police motor out there. As long as their daily patrol duty is less than about 50 miles, range anxiety shouldn't be a problem.
They're a long way away from being able to do highway patrol, but that's not what they're going for here.

Hopefully the batteries charge last long enough for the police's needs.

I have no idea how much coal this thing burns to make but:
-Electricity generation has to be constant, just because you are charging your vehicle, does not mean you are burning extra coal. Using the peak-low time efficiently you can pretty much charge your bike on the electricicty that is to be wasted-> energy efficient
-ICMs are horribly inefficient, especially the motorcycle ones. Despite the battery weight + elec gen, electric motorcycles are much more efficient
-carbon emission: ICM>elec gen

The best way to save money is to use those old Kawasaki KZ1000Ps but of course that would make too much sense, instead we have to waste tons of money buying these brand new experimental bikes that will more than likely be recalled.

This is all BS and makes no sense. When patrol cops only work two hours a day and then push their bike home on foot to recharge it, this will then be the perfect machine for them. And it saves money? Check the price of a Zero cycle sometime. It's not zero$. Each one is around $16k, enough for a fleet of 250 cc enduros. And each 250 could be gassed up enough to run around the clock if necessary. This is just another headline.
