Same Problem of custom developments without docu in my company. Some guy develops unstructured, duplicated and with worth practises code, then leave and I inherited all that mass for maintenance. I think it is usual problem in all companies with custom developments

Some engineers worked on these tools, and hence they spend time on these and got paid. If they didn't create such tools, some engineers would have been laid off from google. People need money, and they just convey to create some tools that will offer some productivity in the production even tho these will be useless tools. Doing so, engineers secure their upcoming years for getting paid, while workin on those tools. I might be wrong tho
