Manual Dotted Typo in Illustrator

Just wanted to mention that this is not a dotted halftone method where the program does the job for you, this is manually made and it is way more accurate and perfect then the halftone solution because at the end of the day that's just a raster image that can be converted into a weird vector shape that is kind a inconsistent.

Can you do the size of circles randomly while creating patterns or is there anyway to create a shape with randomly sized circles? Please someone help🤧
