As long as the vessels aren't leaking any toxins into the water, or toxic fumes, or doing any other harm to the environment, or blocking water access, I don't see the harm of them being there.

People who don't live in the area shouldn't have any say about the subject whatsoever: too many damned out of staters trying to tell people what locals should or should not do with their lands and waterways.

If the owner is not blocking commerce then there is no much anyone can do there. But all that shit should be on his side of the waterway regardless and not up against the other bank. Up here in New York State if you own land that butts up against a water way you technically own roughly to the middle of it. In other words if that shit was on my side of the river I would declare it abandoned under maritime law and have it scrapped!

Leave the small ship yard owner alone. The yard has probably been there a 100 years but the new busy body neighbors want to control everything
