What was the point of deep frying the pork belly to make it crispy and then steaming it? Wouldn’t that make it go soft and soggy? I am not criticizing or poking fun, I am genuinely curious if it adds something to the texture or flavour and if it is worth the extra time it takes to do that.

This is also a classic in Guangdong and Guangxi province (which are right next to northern Vietnam so it's no surprise they share this dish), and it's super delicious.
